Droit au compte (CMF art. L. 312-1): Any person refused a bank account can ask the Banque de France to designate a bank within 24 hours. The designated bank must provide a basic banking service (compte de dépôt) free of charge for minimum services.
For expats: Non-residents can open an account using passport + proof of address outside France. Many traditional banks refuse — neobanks (Wise, Revolut, N26) are CMF-regulated and easier. Once French address is established, any bank must accept under droit au compte.
Taux de l'usure (CMF art. L. 314-6): Maximum legal interest rate published quarterly by Banque de France. Consumer loans above usury rate are void — lender loses all interest entitlement (Code de la consommation art. L. 341-50).
